It is indeed open to all writers in all countries as long as the manuscript is written in English.
I have pasted details on how to enter from overseas below – but do check the full terms and conditions to check your manuscript is eligible.

Many thanks for your enquiry regarding overseas entry and payment for the Times/Chicken House Children’s Fiction Competition 2013.
In order to enter, you will first need to make your payment over the phone. To do so, you will need to call the Chicken House and ask to speak to Esther Waller regarding competition payment. The number to dial (from outside of the UK) is 0044 1373 454488 and our office opening hours are 9:00am to 5:30pm (GMT).
Esther will then ask for the following information: name, address, account number and full card details. Please note, we do not accept American Express. Your details will be securely processed by our accounts department. As soon as your payment has cleared, your manuscript will be entered into the competition. All account information and card details will be securely disposed of immediately after processing. The payment is £15 (British Stirling).
Please note that payment should be arranged before sending your entry.

Couldn't figure out how to modify my topic header, so I've started a new thread so people who might want to enter the Chicken House contest now can! (Mods, can you merge the two topics? Thank you please thank you.)
Here are some of the details. Chicken House is such a great publisher (they do Cornelia Funke's books in the UK, for eg). I'd kill to be published by them and they're closed to unsolicited subs too so this is a way to get an editor to see your stuff. Plus the advance for the winner is £10,000 (around $15,000US). Pretty decent?!

Thanks for letting us know, Franzilla. This is good news! Do you happen to know if more than one manuscript can be entered?

I'm not sure. I don't remember reading anything about limits on how many subs you make but you could always email them. They were very quick to respond to my email about overseas people entering.
