Stacy, I was wondering the same thing. It doesn't say the headline has to be real, it doesn't say "ACTUAL newspaper headline" or anything.  Anyone have any thoughts on this?

Jojo, the great thing about this contest is that even if you don't win, Highlights often purchases stories that have been submitted as contest entries.  That happened to me a couple of years ago.  The editors contacted me regarding their interest, they had me do a minor edit, and they purchased my story!  No idea when it will actually be printed, but I can be patient. : )  Oh, and the ICL course is very good.  I took their basic course several years ago and it really helped me develop my skills and gave me a lot of insight into the writing/publishing process.

I sold one submitted to the contest five years ago... not sure when (if ever) it will win. It's a Christmas story so it only has one shot a year.

Reading through the last year's posts, it looks like we can submit more than one story, right?  just wanted to double check.

My assumption was that it did need to be an actual headline from a real newspaper. I've been periodically looking for promising headlines, but haven't found quite the right one yet. It's tough! Historical headlines is a good idea, maybe will try that. I guess I need to get moving...
